To subscribe to a mod: Open the Steam application. Select Library. In the list of games on the left-hand side of the window, highlight XCOM 2. Since this is a Steam only game I would say no. And if you find someplace that says they do, I would be very suspicious of their downloads. Just looking for a legit site that has all the mods in a database for download, like Nexus mods or something like that. What I mean is, is there someway I can download the modfiles to my desktop that are hosted on Steam workshop, without using steam?

Why would you want to do that? Steam auto installs the mods too. I don't have the game installed on this PC, and just need to get a copy of the files to my PC without using steam.

Also cant fathom why you would want to have mods outside of Steam Workshop, it auto-updates for you whenever there is an update. Just need the files on another PC. This PC is the only one with internet, can't really run the game. Then login on that PC and install the game,i can transfer games locally when im logged onto the same account on different PC's locally.
